to represent HIPAAsuite, www.HIPAAsuite.com, a complete EDI
front end software application for payers in the healthcare
industry.
The HIPAAsuite is a software application suite that provides
a time-critical complete HIPAA compliance transaction set
including nine modules: HIPAA Suite Administration, HIPAA
Communication Center, HIPAA Claim Printer, HIPAA Claim Pro,
HIPAA Claim Status, HIPAA Enrolment Pro, HIPAA Eligibility
Pro and HIPAA Authoring and Review Pro. In addition, HIPAAsuite
provides comprehensive consulting including integration and
implementation services that allow the exchange and processing
of transactions to work with minimum disruption to users existing
operations.
HIPAAsuite was developed by Healthcare industry technology
consultant, Martin Scholl, who has spent the past several
years working with HIPAA compliant EDI and code set requirements
conversions developing modules and transaction sets.
With experience as a Senior Programmer with LA Care—the
largest Medicaid HMO in the US—as well as Medmanagement,
LLC, where he developed HIPAA compliant transaction sets,
Scholl became an industry technology expert on HIPAA laws
for PAYERS and the required EDI transaction set.
Scholl also worked closely with Ingenix Corporation, a provider
of tools and consulting services that serve the entire health
care community, supplying examples of EDI transaction set
examples and providing his HIPAA expertise for a book that
provides the healthcare industry with an in-depth outline
of the procedures and overview of HIPAA compliance practices,
“Transaction Set Companion.” The book was released
the first quarter of 2003.
Scholl saw a critical need and an immediate solution that
he could develop assisting small to medium sized Payers, required
to implement this timely EDI solutions package, to become
compliant with the federally mandated HIPAA law which goes
into effect October, 2003.
In addition to his software expertise, Scholl has an excellent
command of PICK basic and Visual Basic programming languages
and has worked with both IBM Universe and UniData database
administration which provided him with the foundation to build
a customized software solutions package that is off the shelf
and self contained addressing the complete transaction set
compliance with a minimum disruption to existing operations.
About HIPAA
HIPAA stands for the Health Insurance Portability & Accountability
Act. On April 14th, the new HIPAA Privacy Standards went into
effect imposing a complicated set of requirements on employers,
health plans and providers as well as related service providers.
HIPAA was passed by Congress in 1996 as part of the Clinton
administration’s effort to reform health care. Although
HIPAA contains provisions that address a broad array of issues,
at the time of its passage, HIPAA was viewed primarily as
a law that would affect health insurers and employers by facilitating
the transfer of health coverage for workers who changed jobs.
HIPAA provisions dealing with the portability of health insurance
coverage set forth in Title I of the Act, became effective
in 1998.
Another significant part of HIPAA, set forth in Title II
of the Act, enacted laws to combat health care fraud and abuse.
As part of these anti-fraud provisions, Title II also included
provisions dealing with “administrative simplification.”
These provisions demanded that a wide array of electronic
healthcare transactions conform to the X12 EDI standard and
that all payers have to be able to conduct e-business in these
standardized transactions. The intent of the law was to lessen
the burden of providers who often have to support a variety
of different electronic data formats that payers prescribed.
As of October 16th, 2003, all mid-size and large payers have
to comply with the new standard transactions while small payers
have an additional year for compliance. Non-compliance with
the HIPAA law can result in civil as well as criminal penalties
with fines that can accumulate rapidly. HIPAA suite was designed
